She said, "It's a bit complicated. They used to be a part of the Wizard Civilization but separated due to differences in their ideologies. Long story short, they almost destroyed their new universe, putting them on the shit list of the governing forces of this multiverse.
As punishment, their civilization was destroyed and that universe began anew. They pulled one final trick by making sure that their bloodline continued. So, all of the humans that were born were their descendants. Although they didn't know or do anything, limiters were placed upon their bodies to prevent them from taking any Transcendent Path.
But the wizards of the past were cunning. They had already foreseen this and found a way to go around those limiters. That was by relying on beasts. People in this civilization can awaken an innate talent and a contract grimoire when they become 12 years old.
