Unlike his deceased younger brother, Eleventh Prince Haiwins was adept at recruiting talented individuals. He had his own trusted group of vassals and would only make decisions after thorough discussion with his vassal council, which made his actions very stable.
Prince Haiwin's participation in the discussions of the vassal council was also unique; he always sat quietly on the side, reading a book, allowing the other vassals to debate among themselves. The vassal council meetings also took place in the ecological rooms on the warship, with the vassals sitting along a long table, and Haiwins seated at a separate tea table on the other end, drinking tea and reading a book (not tea from Earth).
