Furukawa Sairyoku knew that One-Eyed Siscon was from the anime and manga Charlotte. It was a world with ability users whose ability came from a disease that would be cured when they reached adulthood.

As for why he was called by the chat group as One-Eyed Siscon, it was due to that guy being a siscon as well as having one of his eyes cut by a hostile ability user, leaving him with only one eye left.
