At first, Maverick didn't intend to stimulate her. His intention was to try to talk things out with her and if she was still not giving him a chance, he would bring her to the island but after seeing her with that guy at the karaoke, he lost his cool. 

Maverick couldn't risk the idea of having Jeslyn stay mad at him anymore, so he went to the extreme length of using the unfinished visual stimulation on her.

Moreover, he was reluctant to use it, afraid that something might go wrong and she might get stuck. But good thing she was fine. He tightened his hold on her as the kiss deepened.
