When one considers the System, it is natural to view it as a game. 

Much like a video game, by vanquishing foes and acquiring Exp, one can ascend to new levels of power, skills, and abilities. With enough effort, anyone can become an unstoppable force to be reckoned with.

But for Chuunibyous, the System was a different beast altogether. The usual formula of "beat enemies, level up" did not apply here. On the contrary, it seemed that the more enemies one defeated, the more stagnant their growth became.

Gaining strength was not a matter of simply defeating foes. One could not hone their skills and powers by merely becoming stronger. Experience points were not handed out by slaying monsters.
