What did this all mean? Is Draco no longer OP? Was he grinding all along for nothing? Are stats really meaningless?
Obviously not!
It's like XP, you need XP to reach Max Level to Evolve, but once you reach Stage 2 you need to fulfill other conditions to Evolve, this was what was happening.
All Draco had to do now was to bring the inner Demon out of him and scheme against some EX-Rank, and once the first one died he most definitely would devour his Understanding Rate and then he could kill EX-Rank powerhouses with his own body as long as a ting of Law is in his every attack.
so Draco could still Devour beings and pump up his CP but it won't be effective on EX-Rank beings until he starts understanding law.
He can still sweep the ground with them yes, but not kill them.
