A High Level skill was something only a Commander-Level species could comprehend, highlighting the value of this [Devour] skill.
But he quickly realized that this skill was rather limited.
The fact that there was a "slim chance" of increasing Species Level indicated that devouring one or two wouldn't do much; it would require devouring a large number of pet beasts to increase Species Level.
And there were only two places where there would be a large number of pet beasts.

Going hunting in the wild was risky, as many powerful pet beasts were highly territorial.
Killing a large number of pet beasts in a Mysterious Realm was even illegal.
