Chapter 8: Two Factions.

Aza'zel and Soulguider focused on their shared spiritual sense, locking down the silhouette as it shuttled through the night. They discovered that it was heading into the section of the city under the jurisdiction of the military, namely the Enforcement Hall.

The upper echelons of the Enforcement Hall had deep connections with both the military and the aristocratic families in Central, but their ranks were earned through military merits and contributions, unlike those seated in high positions in the City Hall.

If there must be a difference, it could be said that the main successor of a family line is given an important position to govern small, medium, or large states in preparation to take the reigns of the family in the future, while the second in line and the remaining siblings are sent out to garner contributions through hard work so they wouldn't fall behind.
