Pepper was shocked at suddenly being pushed out because, from what she knew from their initial conversation, she would be the first one to take the turn to shoot, followed by Carmilla, and for the last round, it should be Eve's turn.

So she almost fell face-first to the ground due to the suddenness of the situation and being unable to control herself, when suddenly she felt a gust of wind envelop her whole body, stopping her from falling face-first to the ground.
