"In truth, I'm not entirely versed in the entire affair. Much of it was conveyed to me by my online friend... Hulk," Mr. Blue remarked, glancing at Lynn who remained off-camera. He inhaled deeply and continued slowly, "Many have encountered the statue and legends of the US team at the World War II Memorial, but they remain unaware of the appearance of Steve Rogers, the US team's origin. It sprouted from a classified military experiment—the Super Soldier Project."
"The content of this plan is to develop a super serum that changes the human gene and inject it into the human body, so that the experimenter has powerful strength, speed, endurance, and responsiveness!"
"Stephen Rogers is the subject of this project, and the only one that succeeded!"
"The injection of the super serum made him change from a thin little man to a rampant superhero on the battlefield!"

"He pointed a gun at my head and asked me to inject him with Hulk's blood!"

In an instant, the shockwaves weren't confined to New York; they reverberated throughout other cities. People felt their skin prickle with unease, consumed by a profound sense of insecurity.
Who could say when a calamitous monstrosity, solely committed to destruction, might rear its head in their own neighborhood?!
This was an entirely different scenario than the Weapon X project helmed by William Stryker.
While Stryker was evil, his objectives were limited to eradicating mutants, posing no threat to ordinary humans. In contrast, General Ross, who was in charge of the super soldier project, held the potential to wreak havoc on innocent lives if experiments failed.

Inside the Jet, General Ross observed the battlefield below with anxious eyes. The arrival of Iron Man and the X-Men brought him a sense of relief. If they could deal with Abomination, even if Hulk escaped, the Green Skin Project wouldn't be deemed a failure.
Ultimately, the goal of the plan was to create a new, controllable Hulk serum. From this perspective, Abomination served as a perfect test subject, especially since he appeared to retain Bronski's personality and intelligence, unlike Hulk, who lost his ability to communicate when transforming.
It seemed that the mutation in Abomination had achieved more success.
"Mutants still have their uses. Stryker's Weapon X project isn't as fruitless as it seemed..."
As this thought crossed General Ross's mind, an unexpected voice entered the communication channel.
"Congratulations, General Ross, on becoming famous!"
The mocking tone of the voice caught him by surprise. General Ross noticed that none of his fellow soldiers in the fighter planes reacted. It appeared that the communication was linked only to his headset.
His expression shifted, and he queried, "Who's this?"
"I'm from SHIELD," the voice on the other end responded, causing General Ross to feel an unexpected jolt.
"If I were you, I would immediately take out my phone and watch the latest news from Daily Global..."
"SHIELD?" His bewilderment was evident.
Given his position, he was aware of the existence of S.H.I.E.L.D., but the sudden call startled him. He swiftly retrieved his phone and tuned into the latest news from Daily Global, as instructed.
What he saw was Eddie Brock's infuriated face. However, he didn't speak. Instead, over half the screen was dedicated to Mr. Blue's interview video. Daily Global had recorded Shadowcat's live broadcast and turned it into news.
Eddie Brock had certainly cracked the code to driving traffic after their previous encounter.
"What in the world...Mr. Blue, the scientist who assisted Bruce Banner with serum research? How does he possess this level of knowledge?!"
Before General Ross even began watching the video, he was flabbergasted. "Even Banner himself wasn't privy to this information, so how could he share it with him?!"
A mere moment ago, he had been contemplating the capture of Abomination and the development of a revolutionary Hulk serum. Now, he found his own secretive history exposed...
The transition was so sudden that he struggled to catch up.
However, Nick Fury's voice soon chimed in on the other end of the line. "General Ross, it's quite clear that this situation is connected to mutants. Not only did they dispatch the X-Men to tackle Abomination, but now your Super Soldier Project… You know, the two monsters you created with your own hands are frantically destroying the contract"
He paused, allowing the implications to settle in. "You're aware of the outcome this will yield, right?"
"They'll bask in glory while you're eternally branded with shame in history's annals."
"It seems you've overlooked a lesson. William Stryker faced a similar fate. This is a trick they've used before. Your inability to learn from history is quite telling, General Ross."
Ross's fist collided with the cabin's interior.
"The lesson of shit, I have no grudge against mutants..."
He came to his senses halfway through the sentence, and turned his eyes to look at the battlefield below, and his whole body was suddenly shrouded in a chill: "They want to step on my head to gain fame"
"It seems that you are not carried away by anger."
Nick Fury laughed teasingly. What responded to him was an angry roar from General Ross.
"Fuck!"
The scathing remark might have been aimed at either the mutants or Nick Fury. "Did S.H.I.E.L.D. get in touch just to taunt me fruitlessly? Or do you possess a solution to my predicament?!"
"No…"
Nick Fury's pause was palpable before he continued, "This isn't unfounded slander; they're merely airing your past actions..."
Before he could conclude his thought, General Ross snorted, "Thanks for the reminder..."
He halted his own sentence short.
"SHIELD can assist you."
Nick Fury's tone shifted, assuming an unusually composed demeanor. "Your case differs from William Stryker's. You're a general. If SHIELD intervenes, it's possible to mitigate the situation's impact on you... But there's a condition."
General Ross also came to his senses and got straight to the point. They are all smart people.
Nick Fury's response was prompt and collected. "The Super Soldier Project requires S.H.I.E.L.D. oversight."
When he said this, Nick Fury's face was full of fear.
Mutants... Their influence had surged of late.
