The gods above in Heaven, in order to take care of the newly-died souls, created the Afterlife Department comprised of grim reapers. Zi Xun exclaimed when he, Di San, Gu Shi, and Shen Sheng who just suddenly appeared, saw Xin Wen through Huo Ling's communicator after Huo Ling called the Afterlife Department since Yi Bing's communicator was busy after he tried to call it earlier to tell him about Xin Wen.
