Prologue- The Really Advanced Civilization named UCEA-Small Introduction

The UCEA full name is United Civilization of Earthern America which is run by the President and is pretty the same regular earth except that they are in another universe. The president however used to a reincarnated human of modern earth and have cheat gaming powers for his abilities for his civilization. His civilization is more advanced than most galactical civilization with all of their technology and civilization as a whole. The original country is called America and then conqueror the planet and then they transform the entire planet and change the name to United Civilization of Earthern America. Their own galaxy is over 1 billion light years in diameter with them have been the victors of the Great Galactic War that spanned beyond their own galaxy. Many outsider civilizations were too scared to take combat in the War and flee from the main combat galaxy combat zone which means being near the ground zero galaxy means certain genocide. The UCEA came out on top but at a great cost and with great advances.

When I mean advanced civilization as a whole I do not mean just technology advanced. I mean advanced advance. The society, technology, and biological as a whole are at the level where they are distant from any other.

The government is run like the combination of a dictatorship, republic, and communism all at the same time sort of I guess. The top branch has an executive branch which consists of the president and his cabin and another executive that are able to make quick changes in a moment notice like a dictator and is at the highest level who answers to no one. The republic branch consists of the Senate, the House of Representatives, Judicial Branch, and society branch. It should be noted that the republic is not a check and balance government but acts like just like the Senate of 2/3 vote. The Union consists of how the minimums of things are set. They make sure everything is happy and set up the economy, borders, rules and etc. Basically making them the communism part of the civilization. The republic can make the Union do things that violate the union's minimum unless the executive branch said so.
