To balance agility focused enemies it would be good idea to add perception based skills. As long as Mc can see speedy enemy he is confident in striking him down even if Mc is vastly faster but at the same time speed still remains a advantage yet its not ridiculously overpowered to the pojnt where strength focused users are helpless against speed.

Truth be told Mc doesn't need to match enemy agility with his own that much. How otherwise pure strength builds can deal with agility focused enemies? There are different techniques but for Mc he since he cna control his internal blood flow maybe it cna equal to better perception? Maybe his agility does not increase but reaction speed, reflexes and ability to perceive f and anticipate faster enemies is upgraded. So even if Mc is vastly weaker agility he can still match those who are super speedy. At least this is my proposition otherwise agility is too op.
