Then all the people that didn't register.. thats around 30,000 people world wide at best!? (I bet that in a few chapters there will be over 1 million people *With Powers* and 100 million people with A level ranks)

Per year there should be a 1 in 7,000,000,000,000,000 (7 Quadrillion) chance to become an A level per year (how can there be over 10,000 in 3 Years already..
