It is a framework for the proposed project. The main contents include the general situation of the project, the necessity and basis of the project construction, the preliminary assumption of the proposed scale and construction site, the preliminary analysis of the resources and construction conditions, the estimation of investment funds and the assumption of loan repayment plan, the schedule of the project, the preliminary estimation of economic and social benefits (including preliminary financial evaluation and national economic evaluation), the preliminary plan of environmental protection, fire protection, safety and hygiene, and the suggestions, conclusions and attachments on whether to implement the agent construction system for the project. These requirements should also be followed when preparing the project proposal, covering the relevant content to provide a basis for the initial stage of the project development cycle. Some of the main characters often seen in Project Freelancer Fanfiction are Agent Carolina, Agent York, and the Director. They are key figures in the original Project Freelancer setting and thus are popular choices in fan - created stories.

A great plot for a Project Freelancer OC fanfic could be an OC who is a medic. They join the project to take care of the agents but soon realizes that there are some unethical medical practices going on. They then start a quiet rebellion within the project to change these practices. They might also form unexpected alliances with some of the agents who share their concerns, and together they try to make Project Freelancer a better place from a medical and ethical perspective.

York is a beloved character in Red vs Blue Project Freelancer fanfiction. His charm and his unique abilities, like his energy sword, make him stand out. His relationship with other agents, such as his friendship with North, is often delved into. North himself is also popular, especially in stories that explore his moral code and how it clashes with the sometimes cut - throat nature of the Freelancer program. And then there's Maine, with his brute strength and the mystery surrounding his armor enhancements that attract a lot of fanfic attention.

Some storylines might involve the Freelancer agents in a time - travel or alternate dimension plot. Imagine an agent getting sent back in time and having to change certain events to prevent a future disaster within the project. Or they could end up in an alternate dimension where the rules of the Freelancer program are completely different. Also, there could be storylines centered around a particular Freelancer agent's struggle for redemption after making a big mistake during a mission.

One interesting fanfiction could be one that focuses on the internal power struggles within Project Freelancer during the events of Red vs Blue. It might explore how different agents with their unique abilities and personalities clash while also dealing with the overarching plot of the Red vs Blue universe.

First, give your OC a clear backstory. For example, if they're a soldier, explain where they trained and what battles they've been in before joining Project Freelancer. Second, give them unique personality traits. Maybe they're really sarcastic but also very loyal. Third, think about their physical appearance and how it might be related to their abilities or role. For instance, if they're a sniper, they might have really good eyesight and a wiry build.
