It could be Harry Potter himself. He has been a victim of her tyranny and might finally find a way to expose her once and for all.
Another way Harry could respond is with a sense of shock and disbelief at first. Given that Umbridge is supposed to be in a position of authority, Harry might be momentarily stunned that she would go to such lengths. However, his Gryffindor courage would soon kick in, and he would likely start to resist, perhaps by using his magic in creative ways to protect himself or to disarm Umbridge, all while trying to uphold the values of the wizarding world that oppose such cruel and unjust treatment.
Hermione might also try to turn the situation around to expose Umbridge's tyranny. She could gather evidence of Umbridge's improper behavior during the punishment process and then use it to convince the other teachers or even the headmaster that Umbridge is a bad influence in the school. This would be in line with her intelligent and problem - solving nature.
She's often portrayed as extremely cruel. She uses her position of power at Hogwarts to make Harry's life miserable. For example, she might give him excessive detentions with the blood - quill, just like in the original books. And she'll try to isolate him from his friends and undermine his credibility among the students and teachers.
One possible consequence could be that she gets fired from her position. If Harry manages to expose her actions, the wizarding school or the Ministry of Magic might not tolerate such blatant abuse of power and take disciplinary action against her.
He might react with defiance. Teddy is not one to back down easily. If Umbridge tried to impose her unjust rules on him or his friends, he would likely oppose her openly. He could use his ability to change his appearance to make a statement, like turning into a wolf (in honor of his father) to show his strength and resistance.
Umbridge was hostile to the Order. Umbridge was the Senior Undersecretary of the Ministry of Magic, and she had assisted Voldemort in his persecutions of Muggle witches and wizards during his return. The Order of the Phoenix was a secret organization founded by Dumbledore to fight against Voldemort's brutal killings.
