This sentence comes from the Tang Dynasty poet Yuan Zhen's "Five Songs of Separation, the Fourth":

I've been through the sea, but I can't find water
Except for the Wushan Mountain, there are no clouds.
Take a look at the flowers
half for cultivation and half for the king.

This poem described the poet's mood change when he walked among the flowers. At first, he thought that all the flowers were similar, and none of them could compare with the clouds in his heart. But as he walked through the flowers, he gradually realized that only the clouds in Wushan Mountain were the true love of his heart. In the end, he sighed with emotion,"I've been lazy in the flowers. I've been half-destined to cultivate and half-destined to be a monarch." It meant that although he no longer missed the flowers, it was still because of his cultivation; the reason why he did not look back at the flowers was partly because of his cultivation and partly because his love for you could not surpass the clouds of Wushan Mountain.
