Eastern Han provincial governor
Cishi, also known as Ci Shi, was an ancient official name."Ci" was to check and ask things, that is, the duty of supervision,"Shi" was the meaning of "censor". The provincial governor system of the Han Dynasty was established during the period of Emperor Hui of the Western Han Dynasty. It was an inheritance of the imperial censor system of the Qin Dynasty. In the Eastern Han Dynasty, the provincial governor system had undergone many changes. In the 18th year of Emperor Guangwu's Jianwu (42nd year), the system was changed to the provincial governor. In the early Eastern Han Dynasty, the state animal husbandry originally controlled the military and administrative power. When Emperor Guangwu changed the state animal husbandry system to the provincial governor system, he mainly reformed the military power of the state animal husbandry and deprived the state animal husbandry of the right to lead troops. However, he did not carry out targeted control on the administrative power of the provincial governor, which made the provincial governor more or less interfere with the local administrative affairs when exercising the supervisory function. The provincial governor supervision system of the Eastern Han Dynasty evolved from the state animal husbandry system at the end of the Western Han Dynasty. In the fifth year of Emperor Ling's Zhongping reign (Year 188), some of the senior provincial governors were changed to pastors. At this point, the provincial governors and pastors were actually the superiors of the governor and prefect of a state, and they held real local power. At the end of the Eastern Han Dynasty, with the outbreak of the Yellow Turban Rebellion (184 years), the rulers once again had the opportunity to lead troops to quell the rebellion in order to maintain the rule of the dynasty. After the rebellion was quelled, the provincial governor led troops to guard the place, which became a hidden danger for the demise of the Eastern Han Dynasty. The central government gradually lost control over the local areas, and local powers rose up, creating independent territories. The imperial clan's provincial governors and state governors became an important force in the independent territories, which was also one of the important reasons for the collapse of the Eastern Han Dynasty. Before the end of Emperor Ling of Han Dynasty, Emperor Ling had the highest power to appoint provincial governors and state overseers. However, with the death of Emperor Ling and the arrival of Dong Zhuo in the capital, the world was in chaos. The emperor gradually lost the authority and ability to appoint provincial governors and state overseers. The appointment method also changed, including the emperor's personal appointment.(For example, Liu Yu, the governor of Youzhou, and Liu Yan, the governor of Jizhou), powerful ministers controlling the appointment of the emperor (for example, Dong Zhuo appointed Liu Dai as the governor of Yanzhou in the early period of Emperor Xian), mutual honorifics between the independent forces (for example, Liu Bei recommended Liu Qi as the governor of Jingzhou), self-proclaimed (for example, Liu Bei himself led the governor of Jingzhou and the governor of Yizhou), etc. In addition, the situation of non-Liu imperial clan serving as provincial governors and state governors was also more prominent among the independent forces at the end of the Han Dynasty. These independent forces were either born in the independent territory or had powerful clan forces to stabilize the independent territory.
