Can you recommend a book about the protagonist of a fantasy novel without martial arts or magic?

It was to use civil governance and not to promote martial arts and magic! The fantasy was too exaggerated. It was earth-shattering at every turn. It was too much to the author's liking. It was like watching a show. If one watched too much, they would lose interest in life. There had to be a limit to fantasies. For example, if the main character did not have martial arts, he would not dare to do something exaggerated. Humans had to have some limits to have fun. If even the gods were no match for him, what was the point of doing that? Was he still human?
