Actually, Devil Fruit users are not scared of water. If they were then Drinking and Bathing would not be possible. In the Sea Water of one piece there is a special substance is mixed which is also found in seastones. it's this substance that weakens the Devil Fruit users. It would make sense if he was using already present seawater for his jutsu like Zabuza did, but if he is directly using chakra to create water then this suppression should not be possible.
