Honestly the wonder would be if she accept Jiraya. Although i don't dislike Jiraya character, but he truly doesn't deserve Tsunade. I remember when Naruto and Jiraya was looking for her so she can become the new Hogake after the third was killed and that time he even said he will kill her if she does something against the village. This just proves to him the village has a higher position in his heart than Tsunade. Or when Dan died he has a chance to stay and comfort her, but he rather run around the world looking for the "child of prophecy" meanwhile wh*ring. He also know the reason she left the village because of her disappointment in the village higher ups, but he rather stood on his sensei side. An there are still a lot of thing what is proving there a lot of thing what is above in his eyes, Tsunade secondary at best. Selfish vanity he want to prove he can get her not because of love.

It was under his leadership that the village can be considered the weakest barely better than Sunagakure. If Obito not ruined Kirigakure Than konoha and Sand village would be the last two. Kumo the strongest and not much behind Iwa.
