Killing and Conspiracy are a common thing in high society. Attempted Theft, murder attempt in Elena's book, they were low tier crime. In this world of magic, many more evil things could be done for example "using newborn babies for sacrifice", "cutting off a lady's nipples and eating them as cherries and then regrowing them back with healing magic to do the same again" or "Mind controlling someone to kill their own family with their own hand and then giving the person control to his body back". Elena had experienced all of those. So in her eyes, the things done by the Ion family were really minor as no one was actually hurt.

if someone attacks her, Elena's gonna retaliate no matter what. As for someone she doesn't consider a scum, she is not going to go out of the way to kill. As I said before, she could ignore politics but most of the common people could not. So Elena also needed to be careful about them.

Elena can ignore politics without any problem but a lot of common people would be affected by that. That's not something Elena wants.

hmm, I think I have always emphasized that Elena was not really using her godlike powers for anything in this world as that makes everything too easy. Still she was going to make sure that everyone stays safe. I have tried to give the readers the sense that this is a little flaw that Elena had. After surviving in a World on the forefront of destruction, the definition of struggle had changed for him. What these people went through was not considered to be too dangerous by Elena. I don't remember the MC having a system. As for concepts, the general world building was pre-planned other than that obviously I will right as it came to my mind as I'm writing it daily. As for the perspective change I have no idea what you are talking about. The whole novel only has a single perspective and that's mine, I mean third person's perspective.
