I think rich merchants or daimyos have enough authority to threaten upto jonin level ninjas , because well... other jonin level ninjas can be bought. What you can't buy is a "kage" level (top tiers). This is where their authority and money power fails . I guess the Fire Daimyo had similiar motivations behind becoming a kage level shinobi and training his son to be one as well. It's more of a precaution really...

Yeah. Characters have their own motivations . They move , do their own things . Most of the times fanfic authors , even oiginal authors make the mistake of making the characters follow a particular plot over excessively without any reason behind them. Basically characters' motives stop making any sense . The novel/book can become seriously artificial this way. Here, its well done ; it feels real .
