also you probably dont want to make them round. makes more air resistance, plus more irratic trajectory if there is any spin. instead shap like a modern bullet and put spin if you can

sorry i should have said kinetic energy not momentum. also did some math. lead is about 440 times heavier than paper. if that's the case with the chakra enhanced paper (which it probably isn't. I'm guessing you can increase density or get specialty paper that's denser) then you basically have to go 21 times faster to get the same kenetic energy. if a bullet travels at around 1000mph then you have to be going 21,000mph which is faster than most rocket's re-entry speed. so you'll be facing significant friction resulting in heat that will probably burn your paper. but super fast flaming paper bullets would look pretty cool.

I feel like it wouldn't be that effective. bullets get their lethality from the momentum they carry. that's why they're made from led that while soft is very dense. but I guess it also depends on the method of propulsion. the speed of the explosion for gunpowder and the length of the barrel put practical limits on bullet velocity, but if the jutsu can propelle a lighter object much faster than a heavy one it would still have the killing power probably. it would also be harder to dodge if it's really fast.
