Why would Bonney obey them to satisfy their wishes? Even if she did initially, after a few years or maybe even decades she would realize that the Government intends to keep them as slaves and never let them go. It just wouldnt work unless they had an ability capable of controlling another df user

I mean, the world government IS Celestial Dragons. From the Five Elders to the God’s Knights to Imu himself, all the highest authorities of the World Gov are CDs. And the Cipher Pol agents are brainwashed from birth into believing that the CDs are Gods who can looks down on “mortals”

Wdym why didn’t they imprison Luffy? When did they ever have the chance? Kuma, Aokiji, and Garp had the chance but they all acted on their own and let Luffy go. The government and their loyal subordinates never had an opportunity to capture Luffy. Moreover, they probably didn’t pay much attention to Luffy since the fruit hadn’t awakened for 800 years. Only when Luffy became strong and was acknowledged as the 5th Emperor post-timeskip that they started to take the threat of Luffy seriously. On top of that, capturing Luffy would only restrain the devil fruit for around 100 years, then the df would reemerge randomly somewhere in the world. Unless they get the actual devil fruit itself, they can’t permanently eliminate the threat.
I mean, they probably are. We saw Ace take down a bunch of impel down guards while cuffed with seastone until Magellan stopped him. He obviously couldn’t use his df, but he seemed to move pretty well despite the seastone supposedly weakening him, especially considering that he was probably very starved and dehydrated

It wasn’t chosen based on strength alone. Aokiji was recommended due to his sense of justice and good relationship with many marine officers, as well as his popularity with the fodder marines. Akainu was recommended due to his loyalty to the World Government. They simply used strength as the tie breaker. Carl would be more like Kizaru, who wasn’t recommended despite having strength on par with the other two
