I'm going for an expanded plotline of the mutative elements of radiation and that it did more then what was shown in the show, I'd imagine that if something were to live through radiation and evolve to live with it then it would also go through random and fantastical changes in a way, thus the mutated fauna and flora that hold enhanced and borderline magical properties then what was shown in the show. it's an AU after all, gives me more breathing room and won't have the MC(who's a dang gamer) steamroll through that world without trouble.

For the Skill maxing part, they aren't truly maxed out in a way as that it is simply their limit to what a normal human can achieve. And yeah, there will be something like skill merges which will in a way create higher level skills that ascend mortal limits.
