No the system is going to give him weird quest. That is so it will make Naruto want to go after him more after he leaves the village. Basically it is to deepen the plot between Naruto and Sasuke.

No for someone to make chakra you need Spiritual Energy and Physical Energy. That means Wisdom=Spiritual Energy and Strength=Physical Energy. Also vitality upgrades health not the body. So basically if someone had high vitality but low body they would most likely get Cancer. They get Cancer because there body can't handle the production of the cells that is keeping the person alive. Simply if vitality is high but strength is not then it would harm the person.
