I feel like unless you were REALLY patient, the time difference alone could be what creates the safe zones. Instantaneously going from one time frame to another that is 100 times slower or faster? Trying to enter would be INCREDIBLY difficult, because if you try to push something into the safe zone, the front end would slow down 100 times compared to the rest of that object, which would force the rest of it to slow down as well. It would take a long time to get anything into the safe zone. Leaving the safe zone would be even worse, as whatever part of you that leaves first would speed up and detach from what was left inside the safe zone. No way that's not fatal.

The safe zones are nothing but a trap. The longer you stay in, the more time you give everything else to power up, and the quicker it kills you when you come out. Basically, your best bet is to drop the safe zone ASAP. But what does it require to do so? A majority vote? A leader deciding? If it's a vote, people are going to feel like there's no informed opinion before at least a month is up, and everyone has slightly acclimated to the new surroundings. If it's a leader, unless they are INCREDIBLY decisive and don't even need to hear any reports about the surroundings, and willing to risk people's lives, they'll at least take a day to think it through. But even in the most optimistic, pie-in-the-sky scenario, that's still more than 3 months to almost a decade that they've fallen behind the inhabitants of this world, in what seems to be a cultivation-type world. That's time they won't ever get back, and likely will end up being lethal. So whoever/whatever is doing this to civilizations is incredibly sadistic.
