I fully admit that my knowledge of Warhammer 40k is limited, I will not bullshit anyone and say I am an expert. That said, the way I see it, the information he has about the Imperium of Man right now is solely what Roboute and Victor have given him. He knows that his homeland is run by corrupt nobles and religious fanatics that believe their father is a God, the very thing he was vehemently against. In addition, Dorn has been made aware of their economic, food, and military situation which are all in tatters at this point. So, given the shit situation they are currently in, going with the flow would be the best option to avoid ruffling feathers...basically what Guilliman has been doing to keep the peace. Until the nation is stable enough to make such changes, they have to cautious of collapsing the fragile balance they have right now.

Victor dubbed them Helldivers because they are meant to be his vanguard, the soldiers that were made to stare down the most terrifying enemies in the universe without batting an eye.
Correct, Cadia would fall within the territory Guilliman is placing under his control. It will be one of the first world's Victor intends to rebuild using proper science and technology, not the bullshit that the wider Imperium is accustomed to. The idea would be to turn it into a shining example of what the Imperium of Man could be, if they embraced science and technology instead of clinging to religion and superstition.

Realistically, the T-Virus could become a very real issue if it were to be released on any worlds or if the Tyranids got ahold of someone with it in their blood. Zombie Tyranids would be really, REALLY bad!

They used a tiny, tropical island because they had only a small number of guests. Imagine them using a space meant to shelter several hundred people for less than one hundred to show up.
There are a lot of diverse groups in this universe, not all of them take kindly to being belittled and talked down too. Depending on who that aide said that too, it could result in her death or a potential war. Even in their own country, I am sure there are plenty of petty, vain nobles who would have created a fuss over less.
