The suspicion against Boltons comes from William. As his soul now resides inside Ned, he too now understands that Boltons are dangerous.

more weapons means more gold and they would need to purchase it or make it themselves. Ned doesn't have excess gold, he does have time as armies take time to assemble and march but soldiers need to be accustomed to a new weapon.
