That balances with the fact that the same empire would in fact be easily wiped out by Dugu Bo alone so I agree that it's nearly equal in terms of scheming. An open scheme can still succeed and oftentimes are more likely to succeed if the persons scheming are in a position of power where there are clear benefits and losses like in this case.

It doesn't matter how much chakra he has if he hasn't focused on wind release mastery to the level of Danzo then the flames will not be extinguished and would instead be scattered around. As for using a stone wall as far as I remember most of Konoha who uses earth release use mud wall as their go to defense which is hands down the best way to go about blocking flames due to the moisture and subsequent durability due to what is basically the same as firing pottery. Also the Senju are primarily water and earth attuned so chances of Nawaki having earth nature is higher than wind by far so I still stand by my statement that using wind to block fire in that instance was in no way smart and is actually quite stupid simply because of where the battle is taking place and the level of individuals involved.

Actually in the space they're in with it already stating they're using tents using wind release to counter the flames is utterly stupid and would just spread the damage even further throughout the camp. Earth release is the safest, smartest and most controlled response in this instance since water would cause an explosion of steam which would not only block their view but possibly cause harm to the other defending shinobi. Remember Nawaki is merely a genin so his wind wouldn't be at the level of extinguishing the flames that an experienced jonin who was confident enough to use them during war time could release and would simply scatter them.
