Yes and it does not actually make any logical sense and that is what had been said in the fanfic. Tsunade had too much information and had taken Shizune, a Konoha child, with her and the Hokage let her. If it was any other ninja the Hokage would not have done the same. That is what is being said here.

Not really, Jiraiya was the only one working for the village who had permission to go. And from what I think no ninja especially one who probably knows many village secrets like Tsunade would be allowed to leave without coming back for over 10 years. Orochimaru was a missing nin though.
