he's a civilian, and I doubt that he's a fan or obsessed to know those hand signs, and like more civilians he has no fighting prowess, but since he's seeing things much slower he can anticipate attacks that's seemingly an instinct to the outside perspective.

But he's no ninja though, that 10 percent is supposed to be ninja discipline and training, otherwise the eye is just a fancy cosmetics. it's a miracle he can activate them without chakra, how does he even enhance his physique
