And those who can use it, (only katara and that old hag) NEED the full moon, they don't only blood bend because it is easier, they can't blood bend without it. And even the old hag who had decades of time to master blood bending like you said couldn't do it without the full moon. As for Levi he can access it for an hour whenever he needs when he was only just 6, so you can guess what happened when he is older.
