This whole paragraph makes no sense There are only 3 “super” sized cities in the country Each super has a “top level” academy The country has 10 “top level” academies The way this is setup is pointless and makes no sense Obviously either some cities have more than one, or there are regular cities have one. Either way, it makes no difference to use one to reference the other.
