As someone with a diving certificate, I can infact confirm this, there is a reason why they make you do tests before you are allowed to dive, and that's just for diving up to 15meters, which is a 1 star diving certificate (what I have) the 2 star and the 3 star respectively require alot more training, but allow you to dive up to 70meters (3 star), (there are like 3 diffrent types of diving certificate issuers, CMAS, one that's popular in the us I forgot it's name, and one more that's relevant in Europe, their certificates may have diffrent level systems as well as diffrent requiremnts) please, dont dive without knowing what you are doing
