Well, that depends on the individual too. Since Robin was already very well trained and strong, the simple act of the initial refining of his body by the orb would give him a higher starting point. Moreover, the point that is being misunderstood is that Robin is definitely nowhere near as strong as Cain. Its just that his intensive training and combat experience that is making even the small amount of points he has gained from the orb seem very significant due to his application. And finally, the fact that is being forgotten is that Robin was capable of fighting supervillains even before being empowered by the orb. Therefore, it's not about how much strength he has gained from the orb, it's just the superior control he is employing that makes it seem more powerful.

Bio-energy is basically the unrefined form of energy that is termed Chi, Qi, Ki, or even Chakra. Even regular humans have enough energy within their cells to be called walking nuclear fusion reactors. In DC, many martial artists have been shown to be able to access Chi by having immense control over their bodies that they have refined with martial arts. It stands to reason that as someone who is literally using orbs of pure mystical energy to refine and empower his mind, body, and spirit, Cain would have access to Bio-Energy.

Of course, there will be a romance. I haven't finalized a candidate yet though. Also, I don't think I will be taking the Harem route. Maybe the MC will have many romantic relationships, but it will always be one at a time.
