Probably he’s working with the cultivation hall(thats how he got pardoned), and his ploy of making the pirates more aggressive to cause massive losses to merchants not aligned to the cultivation hall. And afterwards he can go out and be the hero and saviour improving his reputation and taking all the wealth that the pirates plundered under the guide of the secret letters, while the merchants would also feel indebted to him and owe him a favour.

What do you mean outrageous ? With this you could store an entire army with you wherever you go, and never be in a situation with no troops. For a necromancer there is no better spell
