i thought elemental ninjutsu can be learned by anyone eventhough they dont have the corespondent affinity? just harder to learn and cost more chakra to use if you don't have the affinity, at least for the 5 basic elements (fire, water, earth, wind and thunder). this is naruto afterall, not avatar
