This place was originally an unofficial Safe Zone, home to hundreds of civilians.

It was established as a Safe Zone by a player organization, who quickly built it around the tall building when the disaster fog first appeared, defending against Terror Devil attacks.

They also provided protection for the civilians who originally worked in the building.

But as the disaster fog continued, and with no one to hold anyone accountable, the order inside the Safe Zone became increasingly chaotic.

People's dark side was released, or rather, intensified.

Due to the effects of the Hunger Horror, food was scarce in all the Safe Zones.

The player organization did not provide much food for the civilians, instead, they gave them some weapons like guns and ammunition to let them kill the Terror Devils themselves.
