He is one of those diligent officers despite being corrupt. 

Even when he covered up a case, he went through all the trouble to find out the truth exactly in every case. 

The investigator looked at the killer officer curiously. Just what the hell is going on in this guy's head ? He covers up for the criminal, makes all wrong reports, but finds the evidence diligently, and collects all of it legally, and keeps it all. Wasn't he afraid of being found out one day ?
