I’m not the author but I’m like to give my 2 cents in the issue. I think one big point is chakra because unless you’re from an ancient lineage, notable family(like Ino Shaka Cho or any kage for example), or win the genetic lottery you tend to have noticeable limits on chakra. Think Sakura pre-seal, she’s from a ninja lineage but it’s fairly recent, is mixing with non-shinobi, and isn’t focusing on increasing ninja abilities/chakra pools. You can see this in the series when Sakura is using weaker ninjutsus or had just ran out of chakra. Another point is that his techniques are pretty rock-paper-scissors or Pokemon types level of effectiveness at this point. His light bending technique for example has notable flaws, 2 of which counter him pretty hard. The first and one is just blasting the area with an aoe attack, like Temari blasting of wind release or Lee causing a dust explosion by dropping his weights or just hitting the ground, both would reveal his location above ground. The second way is just disrupting the chakra around you, basically just use certain nature transformations or just use your own chakra. I wouldn’t count this as big but things like the sharingan’s increased kentic vision for easier tracking and byncagan’s(bad spelling) chakra vision can allow you to find him faster or tell him a part from his substitute puppets because the difference in chakra veins between a human body and fake one. Yome’s while being a much weaker bloodline ability still would help against his tricks. I also think that is weird that he keeps getting underestimated but it’s not unreasonable like Lee was still underestimated even after he released the 8 gates in the manga. Also ninja not from notable families tend to be underestimated in general even after showing good abilities, this happens a lot in the manga.
