He needs to draw energy because that is how magic in Marvel operates. His own magic is of a diffrent universe with it’s own rules. He can use Chaos Magic, but it would not be like Scarlet Witches magic or anything like Doctor Strange can use

He isn’t constrained, the issue is the magic in Marvel requires one to draw from other dimensions or from higher dimensional beings. This comes with it’s own set of issues he rather not botheter with. His own magic is far more realizable with no need for patrons or drawing from these dimensions
