It's more of a sexist/just human nature thing. Think about it: a salvage group with 99% men and 1% women. It's going to cause some problems sooner or later. There is a reason why the military has traditionally always had all female divisions and male divisions separately (from housing to even integration of women in the workforce/military, It all separate for a reason. But nobody is going to try to change it. It's just a human thing that can't be avoided). I'm not saying it's a good or a bad thing. It's just most observations, at least in the media portray and studies.

Officers are NCOs, and soldiers are just soldiers (privates and captains). Usually, NCO officers and soldiers are two separate entities, but Xiaoyun didn't make a separate branch for it. Instead, he just made it NCO to be directly above soldiers with the same promotion path. I just did a little research on Wiki regarding China's military structure and drew from it. Of course, in other countries, it's going to be different.
