It could also be said that it is the quality of magic used. Like as you grow older and use magic more you purify it which in turns makes it stronger. Or it could be that all beings have magic. But to use powerful magic you must make the magic yours, kind of like adding an attribute to it similar to Naruto with ninjutsu. Say the Rasengan. Magic by itself cannot hurt others thats why weak spells happen. But once it is yours or more pure then it becomes easier to do and becomes stronger.
