I think this might be where part of my confusion at her economic plan comes from. Who are they all working for? Does everyone just have city sponsored jobs? If she wants an industrial revolution, Dwargon already seems to be most of the way there, with a lot of the accompanying problems. In our world, there was a co-development of finance capital to fund the building of large factories and purchase expensive machinery that the individual worker wouldn't be able to purchase on their own. How will they curb the excess accumulation, flagrant labor abuses, and corruption to drive policy that accompanied the IR?
It'd be interesting if her using wish to bring new metals into the world meant they'd start forming naturally. After all, if she wants to use it for anything, the metallurgy will have to work in the world
