Because *Gods* are OP. The author himself states that he is afraid of writing most god chapters because of how difficult it is to classify them. He hasn't written about a single Shinto God and at most he has *mentioned* them. He says he doesn't write about Shinto Gods because he believes he might be cursed with bad luck by them. Also, your rating of putting Dragon Kings with Major Gods is flawed. If anything, Dragon Kings are the weaker ones. They lie between Ultimate and Satan except maybe Tia who is a Satan class (altho Satan is not even an official ranking, it's a title.) Additionally, this is just a system I made to suit the story (and I had to do extensive research on the gods for this and went through the blog posts and the Afterwords of the author himself for clues (he doesn't have much himself about the power rating) but that search did help.) I am not saying I made a better system, I made a worse one. But it works for *This* story and that's all that matters to me.
