She's supposedly been trained by both Brain and Hades since she was 6-8 so she should be strong enough to take him out, not to mention the fact that she's had her magic power artificially increased to the max so while Asriel could take her out with a couple of well placed punches in his Horned Sheep form he doesn't have any medium to long range attacks. Also if he does get in a fight with Ultear Brain or Hades will interfere and kill him or force him into recruitment.

He uses a seal to forcefully use his sharingan in the most optimal way making his chakra drain less than that of the normal Uchiha.
