I don't think I've made Wing weak. The way I've portrayed him is that he has strong and efficient Enhancer abilities in my opinion. The thing is that Wing doesn't have much relevance as a character, and because of that and his overly cautious personality, I haven't made him as powerful as Hisoka, the members of the Phantom Troupe, his teacher Bisky or the Zodiacs. Kai has been able to beat him hand to hand without using his Hatsu because right now he's a greater prodigy than Gon and Killua who has undergone hellish training to increase his power as soon as possible.

Kais has dual affinity for the Manipulation category, meaning that he can learn abilities of that category as quickly as his main category, Emission. That's why Enhancement was more difficult to learn.
