ok so, yes most of his Pokemon are around 7 badge level exept the ones he spicificly invests more time into like Charizard as a example, as for Green and Gary their starters are slightly weaker than Charizard but for diffrent resons, also also from the time it took to get the 7th badge to now it was about a month

Well for the obveose answer, Plot As for the other, I don't think Giovanni cares, like yes he is suposed to be Ground only, but then again he is only doing this to test Mewtwo out. As for that, yes Ash knew but Green and Gary didn't, and they agreed to the 3v1, Ash didn't want to, nothing he could say would either convince them not to do it or not raise suspicion as to how Ash knoes about Mewtwo

Ok I read through everything qand I'll aswer what I can 1. at leset here Pokemon don't activly hurt themselves when mega evolving, it just would't make sense and was just a exuse so they can stop making them, 2. the armor is pretty much a limiter, Mewtwo isn't exactly in any control at the moment so the armor just makes it so that it will lisen even if it dosn't want to, 3. yes like you said this is pretty much a trial run so that Giovanni can test the limits, he dose know about them as People who got 7 badges but thats it, he dsn't know anything else and so he dosn't see them as any kind of problom other than a anoyance
